Generally it's about experience.
With Pilsen it's a case of having to try it yourself to get a better understanding of how things go. It took me a couple of arty battles in randoms to get an idea how easy it is to shoot inside the factory, much like on Ghost Town there is a construction site in the middle of the town where you can get in cover but arty can easily shoot you still because of how the shell arc is. The Pilsen factory isn't arty safe, that much I can tell you. Rest you simply have to test yourself or find a arty replay on Pilsen showing it.
Kharkov is an example of the game mechanic where if the solid cover you're behind (wall, bridge, building etc) is less than 2m thick, the arty shell will still have an impact through it. This is why even though your hull was covered behind the solid cover there, the arty shell took out your tracks. The most unknown place this can be used in my experience is Minsk bridge in the middle. A tank hiding under it can be slightly damaged (like 10hp) and stunned if you shoot on top of the bridge on the road.
