Nope, im speaking of completely new sounds. Engine sounds, reloading sounds, shooting sounds, hitting sounds, damage sounds, arty bomb sounds - everything has suddenly changed with the latest micropatch.
Or is there some magical key shortcut that i accidentally pressed and turned on advanced sound features from before i never knew about.
Edit : Or was my account added to some secret testing lol.

Did something change in your sound settings? Night Mode enabled? Low Frequency Enhancement enabled? Or did your headphones/speakers break?
(bear in mind I haven't logged on this week)

I use LFE and my headset has seen better days, sure, but I am certain this stems from a bug in Mirny-13. (Assuming, I understand what OP means)
Wherein, the Phase 3, and most notably, Phase 4 sounds get transferred to regular gameplay. It is rare, but has happened. Not likes game becomes unplayable, but it is a bit annoying.

As said, as for the lastest micropatch (not the yesterdays one, but the one 5 or 6 days back), the sound changed completely ingame. As written above :
New engine sounds - actually sound fantastic, lots of tanks sound whole lot a different now, you can really hear diesel/gas/turbine changes.
Movement sounds - few types of track sounds, truly good and adds more diversity
Shooting sounds - impressed by this one, lots of different guns now sound different
Reloading sounds - there are more reloading sounds now, interesting change
Hitting sounds - now these i find extremely annoying, there are now few different sounds when you are hit, ranging from low frequency "deep" hits from high frequency hits, depending on the shell that hit you. Some of them are a bit too silent, some too loud, but some of them sound really like those american movie trash cans falling on the street.

Nope, doesnt have to do with the volume dimming.
As said, only one of my friends noticed the difference too, the others do not hear anything at all. Really, like some accounts were added for some sound testing, including mine. Or will todays (05.11.2020) micropatch change something again.
New sounds suck hard.
The new hit sounds suck the most, since they seem to have no relation to dmg caused anymore.
Also the impact sound itself followed by some alarm sound suck hard.
Some hits drain 50%+ of my HP and can barely be heard.
WTF!
Moreover, using RMB and looking around mutes almost all sound, i.e. reducing the movement of a WT Pz.4 to some squicking track sounds.
In the past WG has repeatly sayed that sounds are an important part of the gameplay experience and that it gives viable info on what is going on, i.e. shell type of hit.
I derive alot of info from the sound.
Changing this without notice shows how poor the QA at WG is.
We had this last December, when some hit sound were simply missing.
It seems were facing this sh!t again.
Moreover, it changes from day to day.

Have you tried to clear the cache files ?
Press Windows key + R.
Type: %appdata%\wargaming.net\WorldOfTanks
Press Enter.
Delete:
Preferences.xml – resets your game settings (graphics, audio, controls and so on.)
Custom_data – force a client side refresh of your clan emblems.
The rest – resets the game cache.

for me it happens in vanilla client.
