Thanks for the advice. I did it already, even though the automatic answer didn't convince me about punishing him.
Anyway i just wanted to show a person like this in front of everyone.
Note that while the in-game report system for insults doesn't work, naming those people in forum has some effect (even tho you might get a forum ban for it).
Also if he's in a bigger clan, forward the screenshot to the clan learer. Especially if the player in question has future ambitions to join a good clan, it is always a good idea to keep the screenshots. Any reputable clan will kick those players out quite quickly, rendering his account useless.

If you get an automated answer along the lines of there's an 'ingame system to look after such offenses' then click the 'my issue is not resolved' button and explain that it happened in the garage and resubmit the screenshot.....they will get a holiday from the game, especially for what they said in this particular instance.

Offences that are done in the in-game(report system) chat are treated differently to those PM'ed in the garage after the match as they are classed as harrassment.

Just report and blacklist them, if it goes over the line of general toxicity then send a support ticket with attached screenshots (be advised that you may also be reprimanded if you are seen to be engaging in similar responses to said player)
You may also be warned for naming and shaming as i think this goes against forum rules.
As a general tip, you can:
- enable spam filter
- enable profanity filter
- temporarily mute a player for the duration of the battle
- report a player in-game by means of right clicking their name and selecting the appropriate option
- blacklist a player
- disable game chat with allies.

Also that player is a clan hopper (12 clans in 12 months) so keep the screenshot and forward it to the clan leader once he ever makes it into one of the more prestigious ones.
He was already removed from IDEAL before he joined TRCA so he's most likely going to try joining others.

Yup but only if they are posting links or personally threaten you ( meaning death threats etc. Personal insults don't count from my experience)
