Hi, im kinda new player, but i watched some videos and adverts so i decide to give this game a try... i love tiger so im willing to play it a lot when i get chance to jump in this tank...

My second pick would be light tank, as i saw this tank with potential to be a "light them up" scout, my personal decision is to get a tank with the best possible view range, with items and basic skill, i saw some things about Rahmpanzer tier X with 420 basic but plenty of bad reviews... is there any better light tank to be a scout? i dont care about big gun power, i just want to be fast and have a best view to find other tanks. 
I'll be pretty happy with every opinion about choice for my perfect light scout, any info about items, crew is also nice, thanks in advance!

Having the best view range does not necessarily mean it is an effective scout, you can scout with whatever tanks as long as you can make it work. I personally think that at tier 10 only the EBR 105 is relevant these days, though T-100 LT is also pretty good. 
Others are not worth mentioning in my opinion.

keep in mind that light tank class is one of the hardest to master...    get in wiki , watch the spotting mechanics video, learn about cammo , and download replays to watch with the tanks u really wanna play.. and know that still game will hit hard on u...

Type 64 a chinese premium at tier 6 is a nice scout, if you like German tanks the leopard at tier 5 with either gun is fun.  higher tier you are looking at Russian T100 or French EBR wheeled vehicles.  The French AMX 12t at tier 6 is very capable, don't rush int to high tiers there is a lot to learn about the game.
